The 2023 Long Session is off to a busy start. On February 15, the House of Representatives passed HB 76 Access to Healthcare Options. HB 76 is the House's Medicaid Expansion bill. The full language of HB 76 can be found here. The bill now moves to the Senate.
Joint appropriation area committees have also been busy hearing updates from General Assembly staff. These helpful presentations provide background on key topic areas for legislators. The DHHS-NC Medicaid Medical Care Advisory Committee (MCAC) needs your help with its search for individuals that are dedicated, goal driven as well as focused on Medicaid and the culturally diverse population it serves. In order to provide beneficiaries with the best quality of life, we need individuals of various backgrounds, diverse points of views, and lived experiences to provide advice on Medicaid programs and services. Having a diverse, equitable, and an inclusive perspective will allow ideas to flourish, providing Medicaid with the best resources for all its beneficiaries. Current vacancies exist for individuals residing or working in Congressional Districts 11, the newly established District 14, as well as three At-Large seats. Individuals who fit one of the previously identified categories may submit a statement of interest to the contact listed below. We truly appreciate your assistance with our search. Please note the deadline for submitting nominations is Friday, March 3, 2023.
In addition to the above, the Department is seeking nominations from the following groups as outlined in the MCAC Bylaws: - board certified physicians and other representatives of the health profession who are familiar with the medical needs of and resources available for the care of low-income groups,

current beneficiaries (or former beneficiaries) who are directly served by the Program and are aware of special problems confronting those seeking care; and
- others, including representatives of government, state and county medical societies, other professional and provider associations,

professionals in health insurance industry, health and medical education, healthcare finance, as well as community members and leaders,

Tailored Plan Choice Period Update:
The NC Medicaid Enrollment Broker is mailing enrollment packets to beneficiaries who were automatically enrolled, and to those who have the option to enroll with a Tailored Plan. Notices are also being sent to beneficiaries’ authorized representatives. Beneficiaries who no longer qualify for Tailored Plan will receive a notice from the Enrollment Broker about their health care options.
The Tailored Plan choice period is Feb. 2–27, 2023. During this time beneficiaries should contact their Tailored Plan to choose a primary care provider (PCP) with their plan. If a beneficiary’s PCP is not shown in their Tailored Plan’s network of providers, they should check back regularly as the Tailored Plans continue to add new providers and the list is updated daily.
If a Tailored Plan beneficiary does not select a PCP during the choice period, one will be automatically assigned to them on Feb. 28, 2023. NCDHHS Releases Statement on Stay Order Regarding Samantha R. et al. vs. NCDHHS and the State of North Carolina Court Case
RALEIGH — NCDHHS is committed to empowering all individuals with intellectual and developmental disabilities with the resources they need to live healthy, independent lives in communities of their choosing. That commitment is why we are appealing part of the court order in Samantha R. et al. vs. NCDHHS and the State of North Carolina, which would have put individuals at risk for harm. Today the court issued a stay in the order, temporarily stopping the order while the appeal moves forward.
NCDHHS will continue implementing our approved Olmstead Plan and leveraging it, to transform our state’s system of care. That work is informed by input from individuals with disabilities, family members, providers and multiple community stakeholders. We will continue to work in good faith with all parties and listen to feedback from a broad set of stakeholders to strengthen North Carolina’s ability to provide choice to individuals with I/DD.

Cognitive Behavioral Therapy helps people change the thoughts that often create anxiety, depression, hopelessness, anger, and other dysfunctions. A change in our thinking can reset the wiring in the brain, increasing overall functioning. Other treatments include Emotional Freedom Techniques, Dialectical Behavior Therapy, Progressive Relaxation Exercises, and Guided Imagery.
